Now that most of the trades are done and all the awards have been handed out, it's time to look back on the last season of the NBA as a whole and decide who did the best and who came up short.

ESPN put together a panel of 10 NBA scouts and executives to give their opinions on which teams led the league and which ones totally missed the boat. They were specifically asked about the last few weeks of trades. Which trade package was the best? Their choice may surprise you.

According to the experts, Kyle Lowry moving to the Miami Heat was the best move of the offseason. This choice garnered five votes, the most by far. Following the Lowry trade was newcomer Jalen Suggs to the Orlando Magic (two votes) and then a three-way tie for third place between Russell Westbrook to the Los Angeles Lakers, the entire Chicago Bulls change-up and Patty Mills to the Brooklyn Nets. Each of those three received one vote.

Lowry's trade definitely sent shockwaves through he association. He was the star player of the Toronto Raptors and won a ring with them a few years back. He is a legitimate threat and brilliant playmaker. Said one of the NBA scouts about the Lowry trade: "[He's] a proven playoff performer. He has a winning mentality, toughness, will fit like a glove."

The Miami Heat sure hopes so. The team went all the way to the Finals two years ago but struggled to make it far in the playoffs this year. They need an injection of energy and performance to help them go all the way again. It seems like Lowry might just bring that to them.
